What you see

• A Windows error box with this exact title appears when FiveM starts
• Other applications may misbehave in similar ways

What usually causes it

• Cfx.re documents the cause as incorrect DLL files placed in C:\Windows\system32 by other applications — specifically v8.dll, v8_libbase.dll and v8_libplatform.dll
• A third-party program installed shared libraries into a Windows system folder where they do not belong

Worth checking first

• Note the exact file named in the error box, if it names one
• Note whether any other application recently installed or updated

Safe steps, one at a time

• Restart the PC first and try once more — this costs nothing and occasionally clears a transient case
• Make sure Windows is fully updated
• The documented Cfx.re fix involves removing specific files from a Windows system folder. AGN will not walk you through deleting anything from C:\Windows\system32 — the risk of removing the wrong file there is too high for a chat window
