A shared Windows component the game relies on is not installed. Microsoft publishes the installer for it.
What you see
- A named .dll is reported missing when the game or FiveM starts
What usually causes it
- The Visual C++ Redistributable is not installed or was removed
- The DirectX End-User Runtime (which supplies the older XINPUT/D3D libraries) is missing
- Antivirus removed the file
Worth checking first
- Note the exact DLL name — it identifies which runtime is missing
- Check antivirus quarantine for that name
Safe steps, one at a time
- MSVCP140 / VCRUNTIME140: install the Microsoft Visual C++ Redistributable (x64)
- XINPUT1_3 / D3DX9: install the DirectX End-User Runtime from Microsoft
- Restore the file from antivirus quarantine if it was taken, and exclude the game folder
- Never download individual DLL files from a third-party 'DLL' website — that is how machines get infected
