FiveM keeps a small local database. Something else still has hold of it, so FiveM cannot open it.
What you see
- FiveM fails with this exact message
- It usually follows a crash or a forced shutdown
What usually causes it
- Another FiveM process still holds the database open
- Antivirus or a sync/backup tool holding the file
- A lock left behind by an unclean shutdown
Worth checking first
- Check Task Manager for FiveM processes still running
- Check whether the FiveM data folder sits inside OneDrive or another sync folder
- Note the antivirus product
Safe steps, one at a time
- Close every FiveM process, or simply restart the PC — that releases the lock reliably
- Add the FiveM folders to antivirus exclusions rather than disabling protection
- Move FiveM's data out of OneDrive or any synced folder if it is in one
